There is             + Ncoutsingular  or  Nuncount     for Simple Present

There are         +  Ncountplural     for  Simple Present

There was        + Ncoutsingular  or  Nuncount     for Simple Past 

There were     + Ncountplural    for Simple Past 

Ex: Threre is much water on the bottle now.
–    There are many students in library now?

Ex: There was an accident last night.

–    There were many accidents last night.
